Material Allocation Policy

An order is considered confirmed when the completed Order Application Form and required down payment have been received by NWGFS.  Dormant grape materials will be allocated among all confirmed orders received by the deadline date of December 15, each year.  If orders exceed availability then available material is allocated as to the following priority system:  1st are the participants in Oregon’s and Washington’s State Certification programs;  2nd  are all other Idaho, Oregon, and Washington customers and all State and Federal research costumers;  3rd includes all other US costumers;  and 4th are foreign requests.  Confirmed orders received after the December 15 deadline will be filled on a first-come, first-served basis.

Priority for mist propagated plants will be given to Oregon and Washington certified increase blocks.  All other requests will be confirmed based on propagation material and greenhouse space availability.

Minimum Order Charge/Pricing/Prepayment

There is a minimum order charge of $100.00 per order.  The prepayment amount is calculated by the number of units ordered and their associated pricing.  Final billing will be based on number of units delivered and the price associated with the delivered number.  A prepayment in the amount of 50% of the total order is due at the time of order and is required for confirmation of the order.  A prepayment of 100% of the order, in US dollars, is due at the time of order for all foreign requests.   The accepted method of payment is by check that is drawn on a USA bank and made out to NorthWest Grape Foundation Service – WSU.

Handling and Shipping Charges

For orders picked up at the NWGFS facility, there will be no handling and packaging fees charged.  For USA orders to be shipped there will be handling and shipping charges added to the price of the order.  Rooted, mist propagated potted vines must be picked up at the NWGFS facility.  Shipping fees will be the actual cost for shipment and handling fees will include actual cost of shipping material plus a handling cost of 5% of the order price.  Foreign orders require an additional 25% of the order to cover the cost of handling and shipping.

Cancellation and Change Orders

Cancellation and change orders will be accepted prior to the collection of plant material or the start of mist propagation.  Once material has been collected for an order, or mist propagation started, cancellations and quantity reduction change orders will be accepted only if another buyer is available for the cancelled quantity.  Quantity addition change orders will be accepted on an allocation priority basis and/or availability of greenhouse space.
